In order to edit the file, you need to use sudo. Use the following command:
sudo vi /etc/ssh/sshd_config
You have to be a super user in order to edit that file.
But were you able to use a password with putty? You cannot get in using a password until you edit the file.

I tried following your directions using an image on Amazon AWS called "ubuntu-images-testing-us/ubuntu-lucid-daily-i386-server-20100302.manifest.xml".
I was able to use Putty to get on the machine as user "ubuntu".
I hit a problem on your step 3 - "Edit /etc/ssh/sshd_config and set PasswordAuthentication to yes." The permissions were set such that I was not able to edit or delete the file.
Can you provide some guidance on how to edit the sshd_config file?
Thank you
